Introduction

The European Union Reference Centre for Animal Welfare (EURCAW) Ruminants & Equines is the third Centre designated by the European Commission (Official Controls Regulation 2017/625, Articles 95 & 96), established in May 2021. The remit of the EURCAW is to support the Competent Authorities in EU Member States with the implementation of current regulations on animal welfare. The Centre provides scientific and technical expertise on the development and application of animal welfare indicators and methods of assessment of animal welfare to competent authorities and policy workers in animal welfare. EURCAW Ruminants & Equines covers a range of farm animal species including those used for dairy production (cows, goats, sheep, buffaloes), the production of meat by cattle, sheep, goats, deer and horses, and ruminants and equines kept for other purposes. The activities of the EURCAW Ruminants & Equines are set out in a work programme in consultation with the European Commission.

For capacity building purposes, the Centre develops Toolkits for Trainers, aimed to provide the Competent Authorities and their Supporting Bodies with standardised training materials to disseminate the outcomes of the EURCAW Ruminants & Equines activities at country level.

Each Toolkit is composed of the following items:

-        An example of a syllabus aimed at helping trainers to design training. It describes the specific learning objectives of the course, the beneficiaries, the suggested programme, the training methodologies, the assessment method, the list of speakers, and the contact details of the training organiser.

-        A Power Point presentation to be adopted by the Trainers in English (the Master Version) or in the country mother tongue after translation
-        A Word file titled “Explanatory texts supporting cascade training” that provides the future Trainers with the narration accompanying each slide of the PowerPoint Presentation. It is structured to easily translate the content into the local mother tongue for customisation.
-        The relevant factsheets/reviews produced by the Centre.
-        A knowledge assessment test to be used at the end of the training session. This assessment tool can also be translated by the course organiser. It includes the key points (model answers) to the assessment questions.

An essential complementary item of each Toolkit is a video recorded lecture, in English, that explains in details the content of the related factsheet(s), in view to facilitate their adoption for the relevant purposes.  

The present application form collects the candidatures of two categories of users:
- staff of the central, regional or local competent authorities and supporting bodies who play (or will play) the role of trainers who can benefit from the use of the Toolkit;
- policy makers and official control staff to be trained directly by the Centre within that platform on the content of the factsheets though the video recorded lesson.
